If this proposal receives final approval, new BS6 private vehicle owners will no longer need to renew their Pollution Under Control Certificate (PUCC) every year.

However, this is only a draft notification for now and a final decision is yet to be taken. Until the government issues an official notification, the current PUCC rules will remain in effect.

BS6 PUCC Validity: What’s going to change?

According to the draft notification, the BS6 PUCC validity will only be extended for private vehicles that are up to 6 years old.

If this rule is implemented, these vehicles will only need to renew their PUCC once every three years instead of every year.

According to the proposed rules:

Vehicle CategoryProposed PUCC Validity
BS6 Vehicles (Up to 6 Years Old)3 Years
BS6 Vehicles (6–10 Years Old)1 Year
BS6 Vehicles (Above 10 Years)Every 6 Months

This change could be very beneficial for those who are using new BS6 vehicles and go through the formalities of renewing their certificates every year.

BS4 Car Owners Will Not Get Any Relief

This government proposal is only for BS6 vehicles.

According to the draft notification, owners of BS4 cars will still have to renew their PUCC every six months, as before. No validity extension has been proposed for this category.

This means that the proposed BS6 PUCC validity relaxation will be limited only to vehicles meeting the new emission standards.

What will be the rules for BS1, BS2, and BS3 vehicles?

Rules for vehicles with older emission standards will be even stricter than before.

According to the draft

  • BS4 Vehicles: PUCC every 6 months
  • BS1, BS2, and BS3 Vehicles: PUCC every 3 months

Vehicles with older emission standards are comparatively more polluting, hence the shorter renewal period for them.

What are BS6 norms?

Bharat Stage (BS) emission norms are standards implemented by the Indian government, aimed at reducing harmful emissions from vehicles.

India implemented BS6 Phase 1 norms in April 2020. This was followed by BS6 Phase 2 (RDE) standards in April 2023, which are still in effect nationwide.

Due to BS6 technology, petrol and diesel vehicles produce significantly less pollution than before. Therefore, the government is considering extending the BS6 PUCC validity period.

The Journey of Bharat Stage Emission Norms in India

Bharat Stage emission norms have been gradually implemented in India.

YearEmission Standard
2000BS2
2005BS3
2010BS4
2020BS6 Phase 1
2023BS6 Phase 2 (RDE)

Interestingly, India skipped BS5 norms and transitioned directly from BS4 to BS6 standards. The aim was to rapidly reduce vehicle emissions.

Why does the government want to make this change?

BS6 vehicles use advanced emission control technology and cleaner combustion systems. These vehicles produce comparatively less pollution.

The government believes that extending the BS6 PUCC validity will simplify the compliance process and relieve millions of vehicle owners from unnecessary annual renewals.

It may also reduce the workload on PUCC testing centers.

Will a PUCC be issued for three years from now?

No. This proposal is currently in the draft stage. Therefore, no BS6 vehicle owner will receive an automatic 3-year PUCC validity extension right now.

The government will issue a final notification after completing the public feedback and consultation process. Until then, all vehicle owners will have to comply with the existing PUCC rules.

Auto India Daily Verdict

The proposed BS6 PUCC validity change could prove to be a practical and user-friendly measure for millions of private vehicle owners.

Vehicles with advanced BS6 technology generate comparatively cleaner emissions, so increasing the PUCC renewal interval for them is considered a logical decision.

If the draft notification becomes the final rule, the BS6 PUCC validity will be extended from one year to three years, eliminating the need for new vehicle owners to renew their certificates annually.

However, this is currently just a proposal, and final implementation will require an official government notification.
